Environmental Policy Change in Emerging Market Democracies
This book examines environmental policy change in twenty-eight Central and Eastern European and Latin American countries against a background of significant political and economic transformation over the past two decades. Through cross-regional comparison and a multi-methods approach, Jale Tosun investigates changes in the regulation of air, soil, and water pollution, genetically modified corn, and the sustainable management of forests. Tosun also looks at the relationship between system transformation and the creation of environmental procuracies in both parts of the world. Environmental Policy Change in Emerging Market Democracies demonstrates that, although political and economic transformations have positively affected environmental policy in both regions, the extent of policy change varies considerably across Central and Eastern Europe and Latin America. At the same time, as Tosun argues, economic integration has acted as a major driver of a stronger governmental enforcement commitment as expressed by the creation of environmental procuracies.

The Effectiveness and Limits of EU Conditionality
This study examines domestic policies in Slovakia from the collapse of communism in 1989 until its EU accession in 2004. It traces policy changes in Slovak healthcare, regional policy, agriculture, and minority protection, and it assesses the capacity of domestic political actors and external agents to shape the policy arrangements and institutional environment in a democratizing state aspiring to join the EU. The study addresses the issues of democratic transition and consolidation in EU candidate states, evaluates the effectiveness and limits of EU conditionality in the respective policy domains, and contributes to current debates on democratization, Europeanization, and policy transfer. EU Enlargement and the Environment
This volume focuses attention on key environmental and institutional changes associated with eastern expansion of the European Union, assessing and challenging prevailing views about the outcomes and processes of this historic development. Looking at four central themes -- capacity changes and limitations, the EU's mixed messages and conflicting priorities, non-state actor roles and developments, and the exchange of ideas and information - the volume shows that enlargement will change the EU, not just make it bigger, and that EU officials and programs are improving aspects of environmental policy in CEE countries even as they are making others less sustainable. EU External Governance
The European Union has developed a wide array of external relations with its neighbouring countries. Without offering full membership, the EU nevertheless attempts to transfer its rules and policies to non-member countries. It is this extension of EU rules beyond EU borders that the analysis of external governance seeks to capture. The contributions to this volume explain the modes and effects of EU external governance in a variety of EU–non-member country relations in Western Europe, the former Soviet Union, and the Mediterranean region. They cover such diverse issues as trade, environment, security, and democracy promotion and explore the effects of EU institutions, EU power, and the domestic structures of its partner countries on the transfer of EU rules. Computers Helping People with Special Needs, Part II
Welcome to the Proceedings of ICCHP 2010! We were proud to welcome participants from more than 40 countries from all over the world to this year’s ICCHP. Since the late 1980s, it has been ICCHP’s mission to support and reflect development in the field of “Assistive Technologies,” eAccessibility and eInclusion. With a focus on scientific quality, ICCHP has become an important reference in our field. The 2010 conference and this collection of papers once again fulfilled this mission. The International Programme Committee, comprising 106 experts from all over the world, selected 147 full and 44 short papers out of 328 abstracts submitted to ICCHP. This acceptance ratio of about half of the submissions demonstrates our strict pursuit of scientific quality both of the programme and in particular of the proceedings in your hands. An impressive number of experts agreed to organize “Special Thematic Sessions” (STS) for ICCHP 2010. These STS help to bring the meeting into sharper focus in several key areas. In turn, this deeper level of focus helps to collate a state of the art and mainstream technical, social, cultural and political developments.
The Politics of Means and Ends
Policy instruments are techniques used to implement policy goals. Subject to political conflict, they address the relationship between those who govern and those who are governed. Why do political actors choose certain policy instruments to implement policy goals? Systematically comparing policy instruments employed in the European Union's environmental and social policy, Holger Bähr develops a general theoretical framework to illustrate how policy-makers prefer different types of policy instruments depending on the respective effect they wish to have on member state governments, citizens, consumers, and producers. He argues that institutions, the politicisation of policy problems and external events constrain political actors and provide them with the opportunity to transfer their preferred policy instruments into policy outputs at the end of decision-making.
Availability, Reliability, and Security in Information Systems and HCI
This book constitutes the refereed proceedings of the IFIP WG 8.4, 8.9, TC 5 International Cross-Domain Conference on Availability, Reliability and Security, CD-ARES 2013, held in Regensburg, Germany, in September 2013. The 21 revised papers presented were carefully reviewed and selected for inclusion in the volume. The papers concentrate on the many aspects of information systems bridging the gap between research results in computer science and the many application fields.
