Doch welche Regeln sollen hierfur gelten? Heiko Richter konzipiert Informationen des offentlichen Sektors als "Infrastruktur". Hierfur vereint er die offentlich-rechtlichen Regelungen der Informationsweitergabe, das EU-Wettbewerbsrecht sowie das Immaterialguterrecht in einem ubergreifenden Infrastrukturansatz.
