Perspectives on Uncertainty and Risk

This volume is intended to stimulate a change in the practice of decision support, advocating an interdisciplinary approach centred on both social and natural sciences, both theory and practice. It addresses the issue of analysis and management of uncertainty and risk in decision support corresponding to the aims of Integrated Assessment. A pluralistic method is necessary to account for legitimate plural interpretations of uncertainty and multiple risk perceptions. A wide range of methods and tools is presented to contribute to adequate and effective pluralistic uncertainty management and risk analysis in decision support endeavours. Special attention is given to the development of one such approach, the Pluralistic fRamework for Integrated uncertainty Management and risk Analysis (PRIMA), of which the practical value is explored in the context of the Environmental Outlooks produced by the Dutch Institute for Public Health and Environment (RIVM). Audience: This book will be of interest to researchers and practitioners whose work involves decision support, uncertainty management, risk analysis, environmental planning, and Integrated Assessment.

Assessing the future is vital in informing public policy decisions. One of the most widespread approaches is the development of scenarios, which are alternative hypothetical futures. Research has indicated, however, that the reality of how professionals go about employing scenarios is often starkly at odds with the theory - a finding that has important ramifications for how the resulting images of the future should be interpreted. It also shows the need for rewriting and updating theory. This book, based on an intensive five year study of how experts actually go about assessing the future, provides a groundbreaking examination of foresighting in action. Obtained via ethnographic techniques, ...

Behavioural Economics and the Environment

Humans have long neglected to fully consider the impact of their behaviour on the environment. From excessive consumption of fossil fuels and natural resources to pollution, waste disposal, and, in more recent years, climate change, most people and institutions lack a clear understanding of the environmental consequences of their actions. The new field of behavioural environmental economics seeks to address this by applying the framework of behavioural economics to environmental issues, thereby rationalizing unexplained puzzles and providing a more realistic account of individual behaviour. This book provides a complete and rigorous overview of environmental topics that may be addressed and,...

Engineering the Human

The volume is collection of articles treating the topic of human improvement/enhancement from a variety of perspectives – philosophical, literary, medical, genetic, sociological, legal etc. The chapters in this volume treat not only those aspects that most immediately come to mind when one thinks of ‘human enhancement’, such as genetic engineering, cloning, artificial implants and artificial intelligence etc. Somewhat less obvious aspects include evolutionary perspectives in connection with the prolongation of the human lifespan, plastic surgery since its beginnings, and questions such as whether the distinction between ‘natural’ and ‘artificial’ can really be drawn at all and ...

Framework for Analysis and Identification of Nonlinear Distributed Parameter Systems using Bayesian Uncertainty Quantification based on Generalized Polynomial Chaos

In this work, the Uncertainty Quantification (UQ) approaches combined systematically to analyze and identify systems. The generalized Polynomial Chaos (gPC) expansion is applied to reduce the computational effort. The framework using gPC based on Bayesian UQ proposed in this work is capable of analyzing the system systematically and reducing the disagreement between the model predictions and the measurements of the real processes to fulfill user defined performance criteria.

Costs of Air Pollution Control

This book describes the development of cost effective abatement strategies aimed at controlling air pollutant emissions in Europe, particularly ground level ozone. The author gives a thorough evaluation of the results achieved for different environmental targets, and proposes a modelling scheme for emission targets required to achieve compliance with EU thresholds, and calculations reveal the need to review established ozone thresholds and emission limits.

The trade conflicts that the EU has faced within the EU or WTO context demonstrate that the question of how to balance trade and other societal values in situations of uncertainty has not been solved by the regulatory model evolved by the EU in the aftermath of the BSE crisis - one which privileges processes of depoliticisation and scientification. This book addresses the current key dilemmas around science, law and the regulation of trade, both on a regime level and in the context of particular industrial sectors, e.g pharmaceuticals, climate change and nanotechnology. It will present possible future research avenues by looking at both theory and practice and learning from various disciplines (law and social sciences), legal realities (WTO, USA and EU) and actors (regulators, stakeholders, courts).

Risk and EU law

Risk and EU Law considers the multiple reasons for the increase in the types and diversity of risks, as well as the potential magnitude of their undesirable effects. The book identifies such reasons as; the openness of liberal societies; market competition; the constant endeavour to innovate; as well as globalization and the impact of new technologies. It also explores topics surrounding the social epistemology of risk observation and management, the role of science in political and judicial decision-making and transnational risk regulation and contractual governance.
