The Autonomy of the Åland Islands
Published on occasion of the 100 year anniversary of the Åland Islands’ autonomy, this book brings up and discusses a number of challenging issues, from constitutional and international law perspectives, concerning both the Åland situation and autonomy in general. Among the questions raised are: Is autonomy part of international law and which international organisations may have jurisdiction? Is autonomy a human right or is it about the prevention of violent conflicts? Does the Åland Autonomy constitute a useful model for other minority groups? Do the Åland Islands stand to benefit from anything in international law, be it substantive or procedural?
Minority Self-Government in Europe and the Middle East
This volume, Minority Self-Government in Europe and the Middle East: From Theory to Practice, is novel from several perspectives. It combines theory with facts on the ground, going beyond legal perspectives without neglecting existing laws and their implementation. Theoretical discussions transcend examining existing autonomy models in certain regions. It offers new models in the field, discussing such critical themes as environmentalism. Traditional concepts such as self-determination and well-known successful autonomy examples, including the Åland Islands, Basque and Catalonian models, are examined from different perspectives. Some chapters in this volume focus on certain regions (including Turkey, Syria, and Iraq) which have only recently received scholarly attention. Chapters complement one another in terms of their theoretical inputs and outputs from the field.
Human Rights in Action
Since World War II, human rights have engaged people around the world like perhaps no other discourse. In Finland their embrace represents a shift from ideological homogeneity to pluralism and openness. Human rights education is understood to hold a key role in empowering individuals to become free and equal members of their societies. Yet little empirical scholarship exists evaluating how this goal is met in reality. By combining anthropological approaches with critical legal theory, this study explores the conceptions of knowledge, expertise and learning embedded in the educational activities of a particular network of Scandinavian and Nordic human rights experts. It explores how the ideals of emancipation and equality of the abstract discourse are realized in action.

Practising Self-Government
Autonomy provides a framework that allows for regions within countries to exercise self-government beyond the extent available to other sub-state units. This book presents detailed case studies of thirteen such autonomies from around the world, in which noted experts on each outline the constitutional, legal and institutional frameworks as well as how these arrangements have worked in practice to protect minority rights and prevent secession of the territories in question. The volume's editors draw on the case studies to provide a comparative analysis of how autonomy works and the political and institutional conditions under which it is likely to become a workable arrangement for management of the differences that brought it into being.

Referendums and Ethnic Conflict
Although referendums have been used for centuries to settle ethnonational conflicts, there had yet been no systematic study or generalized theory concerning their effectiveness until Matt Qvortrup's Referendums and Ethnic Conflict. Qvortrup's study filled the gap with a comparative and empirical analysis of all the referendums held on ethnic and national issues from the French Revolution to the 2012 referendum on statehood for Puerto Rico. Effective Participation of National Minorities and Conflict Prevention
The effective management of differences between groups within democracies means moving beyond the examination of individual rights. In the field of national minorities conflict prevention diplomacy, promoting the effective participation of national minorities in public life is a primary objective. Enhancing participation encourages a sense of belonging, contributes to societal integration, and promotes cohesion within the multi-ethnic state. The Lund Recommendations on the Effective Participation of National Minorities in Public Life directly address these challenges, and the OSCE High Commissioner on National Minorities works with states and national minority groups to advance functional solutions that reduce tensions and foster stability. This volume analyses the components of a balanced legal and policy framework related to effective participation of national minorities, with a view to preventing conflict, and reviews the related work of the OSCE and other international organisations.
