The Political Battle over Congressional Redistricting

John Engler, former Governor of Michigan, once claimed that redistricting is one of the purest actions a legislative body can take. Academicians and political leaders alike, however, have regularly debated the ideal way by to redistrict national and state legislatures. Rather than being the pure process that Governor Engler envisioned, redistricting has led to repeated court battles waged on such traditional democratic values as one person, one vote, and minority rights. Instead of being an opportunity to help ensure maximum representation for the citizens, the process has become a cat and mouse game in many states with citizen representation seemingly the farthest idea from anyone’s mind. From a purely political perspective, those in power in the state legislature at the time of redistricting largely act like they have unilateral authority to do as they please. In this volume, contributors discuss why such an assumption is concerning in the modern political environment.

Written opinions are the primary means by which judges communicate with external actors. These sentiments include the parties to the case itself, but also more broadly journalists, public officials, lawyers, other judges, and increasingly, the mass public. In Creating the Law, Michael K. Romano and Todd A. Curry examine the extent to which judges tailor their language in order to avoid retribution during their retention, and how institutional variations involving intra-chamber dynamics may influence the written word of a legal opinion. Using an extensive dataset that includes the text of all death penalty and education decisions issued by state supreme courts from 1995–2010, Romano and Cur...

Ratf**ked: Why Your Vote Doesn't Count

David Daley’s “extraordinarily timely” (New York Times Book Review) account uncovers the fundamental rigging of our House of Representatives and state legislatures nationwide. Lauded as a “compelling” (The New Yorker) and “eye-opening tour of a process that many Americans never see” (Washington Post), David Daley’s Ratf**ked documents the effort of Republican legislators and political operatives to hack American democracy through an audacious redistricting plan called REDMAP. Since the revolutionary election of Barack Obama, a group of GOP strategists has devised a way to flood state races with a gold rush of dark money, made possible by Citizens United, in order to completel...

Human Rights as Politics and Idolatry

Michael Ignatieff draws on his extensive experience as a writer and commentator on world affairs to present a penetrating account of the successes, failures, and prospects of the human rights revolution. Since the United Nations adopted the Universal Declaration of Human Rights in 1948, this revolution has brought the world moral progress and broken the nation-state's monopoly on the conduct of international affairs. But it has also faced challenges. Ignatieff argues that human rights activists have rightly drawn criticism from Asia, the Islamic world, and within the West itself for being overambitious and unwilling to accept limits. It is now time, he writes, for activists to embrace a more...

Immigration and Democracy

How should we think about immigration and what policies should democratic societies pursue? Sarah Song offers a political theory of immigration that takes seriously both the claims of receiving countries and the claims of prospective migrants. What is required, she argues, is not a policy of open or closed borders but open doors.
