Drivers and consequences of tenure insecurity and mechanisms for enhancing tenure security: A synthesis of CGIAR research on tenure security (2013–2020)

Research since the 1990s highlights the importance of tenure rights for sustainable natural resource management, and for alleviating poverty and enhancing nutrition and food security for the 3.14 billion rural inhabitants of less-developed countries who rely on forests and agriculture for their livelihoods. The specific rights or combination of rights held by an individual, household, or community affects whether they have access to land and resources, as well as how those can be used and for how long. Equally important is the degree to which landholders perceive their tenure to be secure. Landowners are more likely to engage in land and resource conservation if they perceive that the likeli...

Background. More than half of the earth’s lands are collectively held by communities or indigenous populations, yet only a minor portion are formally recognized in their country’s legislation. In many settings the absence of statutory recognition of land rights contributes to actual or potential tenure insecurity with subsequent indirect impacts for forested regions across the global tropics. Some researchers, policy makers and indigenous rights advocates argue that that there are social and cultural characteristics associated with ‘indigeneity’ that contribute to healthier, more sustainable ecological conditions in areas under indigenous community control. It is further suggested th...

This publication is part of the Sentinel Landscape network initiative established in eight sites around the world representative of widely different biophysical and socioeconomic contexts. Here we present and summarize the results of the research and baseline studies carried out in West Kalimantan, Borneo. Within the Kapuas Hulu regency, two districts were selected as ‘sentinel sites’: (1) a traditionally managed landscape with direct influence on watersheds to the north of Danau Sentarum National Park wetlands (Batang Lupar); and (2) a contrasting area in the south with improved infrastructure along the mainsouthern road from Sintang to Putussibau, to bring a different context (Mentebah).

Key messagesAs Nepal goes through a process of creating a new decentralized federal system of government, a CIFOR-ForestAction project used Participatory Prospective Analysis - a foresight method for co-elaborating future scenarios and developing strategies - to understand emerging issues and to bring the issues and scenarios to forest policy making at the provincial and federal levels.Forestry experts identified several external factors likely to impact the rights of community forest user groups under the new federal structure. These factors include national legal frameworks, macroeconomic policies, the emergence of new sub-national governments, and a changing political context. Experts als...
