Mendeleev on the Periodic Law

By the dawn of the nineteenth century, "elements" had been defined as basic building blocks of nature resistant to decomposition by chemical means. In 1869, the Russian chemist Dmitri Ivanovich Mendeleev organized the discord of the elements into the periodic table, assigning each element to a row, with each row corresponding to an elemental category. The underlying order of matter, hitherto only dimly perceived, was suddenly clearly revealed. This is the first English-language collection of Mendeleev's most important writings on the periodic law. Thirteen papers and essays, divided into three groups, reflect the period corresponding to the initial establishment of the periodic law (three papers: 1869-71), a period of priority disputes and experimental confirmations (five papers: 1871-86), and a final period of general acceptance for the law and increasing international recognition for Mendeleev (five papers: 1887-1905). A single, easily accessible source for Mendeleev's principle papers, this volume offers a history of the development of the periodic law, written by the law's own founder.

Lewis S. Feuer shows that the gestation of the hypotheses of original-minded scientists, such as Darwin, Einstein, or Bohr, is in large part a subconscious process. Scientists try to project upon the world structural laws that, beside fitting the given physical realities, will also realize their own emotional longings among alternative worldviews. Repeatedly, too, in examining the standpoints of philosophical figures ranging from Spinoza, Descartes, Kant, and Mill to contemporary figures such as Einstein, Lovejoy, and Hook, Feuer illumines how sociological antipathies project themselves into scientific divergences. Feuer delves into the bearing of emotive beliefs such as pacifism, socialism, anti-Semitism, upon the formation of concurrent worldviews, often fixations of scientific belief, held with the same passion in science as in religion.

Perhaps the most significant event of the passing year has been the publication by the IAEA of its study of the prob lem of continuing radiation protection in the lands surrounding Chernobyl. The major international project undertaken in 1990 and reported in 1991 is worth reading, not only for its assessment of how radiation protection intervention should be applied de facto in accident conditions, but equally for its account of the modern view of the philosophy of radiation protection. Some would, however, wish to argue that the acknowledgement by Iraq of its three-pronged development of nuclear weapons in conditions of secrecy and antagonism was equally significant and indeed as much a deter minant of the future of peaceful nuclear power as the Chernobyl accident. But it must be clear that the developments of weapons and electricity pro duction are not inescapably bound together; the Iraqi weapons program was not linked to any peaceful power development.
