The Executive Branch, Creation and Reorganization

When President George W Bush came into office in January 2001, he arrived from a campaign in which he had emphasised efficiency in government, particularly through the use of information technology, but had not revealed any plans for reorganising the executive branch. Then in the aftermath of the September 11, 2001, terrorist attacks on the World Trade Center and the Pentagon, the organisation of the federal government for maintaining homeland security and combating terrorism became an important consideration for both the President and the 107th Congress. Establishment of the Office of Homeland Security in October 2001 as a co-ordinating entity as an important first step, followed by the President's June 6, 2002 call for the creation of a Department of Homeland Security. This book regards reorganisation and management as involving the alteration of the program administrative structure and operations of the executive branch for reasons of efficiency, economy and direction.

Democratizing Finance

Decades before Occupy Wall Street challenged the American financial system, activists began organizing alternatives to provide capital to “unbankable” communities and the poor. With roots in the civil rights, anti-poverty, and other progressive movements, they brought little training in finance. They formed nonprofit loan funds, credit unions, and even a new bank—organizations that by 1992 became known as “community development financial institutions,” or CDFIs. By melding their vision with that of President Clinton, CDFIs grew from church basements and kitchen tables to number more than 1,000 institutions with billions of dollars of capital. They have helped transform community de...

The Art of Policymaking: Tools, Techniques and Processes in the Modern Executive Branch, Second Edition is a practical introduction to the specific tools, techniques, and processes used to create policy in the executive branch of the U.S. government. George E. Shambaugh, IV and Paul Weinstein, Jr. explain how government officials develop policy, manage the policymaking process, and communicate those policies to stakeholders and the public at large. The authors draw on both their academic and government experience to provide real-world advice on writing policy decision memos, preparing polling questions, and navigating the clearance process. An abundance of case studies show how actual policies are developed and how and why policies and processes differ across administrations. Finally, practice scenarios allow students to apply the tools and techniques they have learned by working through both domestic and foreign policy situations.

The Plan offers a bold vision of what America can be. It shows the way for both parties to move beyond the old political arguments and make progress for the American people. And it offers an innovative agenda for America - with ideas that address the nation's most pressing challenges by doing more for Americans and asking Americans to do more for their country in return. Each of these ideas offers a clean break with the status quo, yet all are positive, practical, and can be put into action right away. Built on the authors' firm beliefs that politicians owe the people real answers, that citizenship is a responsibility, not an entitlement program, and that the Democratic Party succeeds when America succeeds, the highly anticipated Plan delivers, challenges, and inspires.
