Nicht nur die von Adenauer geführte Bundesregierung, sondern auch die sozialdemokratische Opposition zeigte sich bereit, dem massiven gesellschaftlichen Verlangen nach einem „Schlußstrich“ unter die seit 1945 praktizierte Entnazifizierung und die Ahndung von NS-Straftaten zu entsprechen. Das Ergebnis war eine „Vergangenheitspolitik“, die schließlich sogar schwerstbelasteten Kriegsverbrechern die Freiheit brachte und den späteren Vorwurf einer „unbewältigten Vergangenheit“ begründete.
