This book compares the respective concepts of the law of nations put forward by the Spanish theologian Francisco Suárez and by the Dutch jurist Hugo Grotius. This comparison is based on the fact that both thinkers developed quite similar notions and were the first to depart from the Roman conception, which persisted throughout the entire Middle Ages and the early Renaissance. In Rome, jus gentium was a law that applied to foreigners within the Empire, and one which was often mistaken for Natural Law itself. O livro intitula-se Teoria do Direito Internacional em função da disciplina homônima que leciono no programa de pós-graduação stricto sensu da Universidade do Estado do Rio de Janeiro há mais de dez anos. Está dividido em três seções: fundamentos, teoria das fontes e teoria das pessoas internacionais. Na primeira parte, apresenta-se o surgimento da ideia de direito internacional e de sociedade internacional; na segunda, analisam-se os princípios do pacta sunt servanda e aqueles que constam do art. 2o da Carta da ONU, e, na terceira, há uma revisão do Estado como pessoa internacional, com uma abertura para outras pessoas. A obra se destina, em especial, a um público de pós-graduação, mas também ao de graduação. Ela é indicada tanto para o iniciante como para o iniciado: o primeiro vai poder aprofundar os seus estudos da graduação e questionar os seus pressupostos, e o último poderá descobrir a origem de muitos institutos e compreender como tudo chegou até ele.

Terrorismo: análise comparativa do tipo penal sob o viés do direito internacional e do direito brasileiro
Expõe o fenômeno terrorista ao longo da história, desenvolvendo um histórico do tema que atinge desde a antiguidade até os tempos atuais, caracterizando cada era do terrorismo. Apresenta dois conceitos jurídicos de terrorismo, um no Direito Internacional e outro no Direito Brasileiro.
