The Crisis of Russian Democracy

The Crisis of Russian Democracy

The view that Russia has taken a decisive shift towards authoritarianism may be premature, but there is no doubt that its democracy is in crisis. In this original and dynamic analysis of the fundamental processes shaping contemporary Russian politics, Richard Sakwa applies a new model based on the concept of Russia as a dual state. Russia's constitutional state is challenged by an administrative regime that subverts the rule of law and genuine electoral competitiveness. This has created a situation of permanent stalemate: the country is unable to move towards genuine pluralist democracy but, equally, its shift towards full-scale authoritarianism is inhibited. Sakwa argues that the dual state could be transcended either by strengthening the democratic state or by the consolidation of the arbitrary power of the administrative system. The future of the country remains open.

Almost a half century has passed since the inception of the People's Republic cf China. In that time a charismatic leader has ruled and died, leaving a wake of .Destruction in his quest to transform China. In that time, too, the PRC's most powerful ally and mentor, the Soviet Union, has dismantled and announced that jcmmunism had failed. Today, China fluctuates between tradition and modernity, ideology and pragmatism, between an antiquated collectivist ethic and a new spirit rf individualism. It is a country precariously suspended between past and future. Maria Hsia Chang's The Labors of Sisyphus is a long overdue reassessment of rie meaning and purpose of the Chinese communist revolution. I...

Money Unmade

Since the collapse of the Soviet Union, Russians have seen the ruble steadily lose ground to alternative means of payment such as barter and privately issued quasi-monies. Industry now collects as much as 70 percent of its receipts in nonmonetary form, leaving many firms with too little cash to pay salaries and taxes. In this ground-breaking book on the Russian economy, David Woodruff argues that Moscow's inability to control the nation's currency is not a carry-over from the Soviet past. Rather, the Russian government has failed to build the administrative capacity and political support demanded by monetary consolidation—a neglected but crucial aspect of capitalist statebuilding. Drawing ...
