Buku ini disusun menjadi 5 (lima) bab: Bab 1, membahas hubungan hukum dan moral dalam perkembangan kehidupan bermasyarakat, berbangsa, dan bernegara. Di mana kita semua menyadari masih banyak ditemukan fakta penegakan hukum yang menegasikan moral sehingga berdampak luas terhadap keadilan hukum. Hukum harus hadir sebagai pelindung bagi masyarakat melalui aparat penegak hukum yang memiliki integritas dan moralitas, sehingga hukum bisa ditegakkan dengan cara yang benar melalui jalan (mekanisme) yang benar pula; Bab 2, membahas Pancasila sebagai sumber hukum tertinggi hukum positif di Indonesia.
