This volume explores four key themes emanating from Okakura Tenshin’s philosophy and legacy: Okakura Tenshin and the Ideal of Pan-Asianism; Other Forms of Pan-Asianism (especially Islam and China); Art and Asia, and Ways of Defining Asia (up to the present day). Okakura Tenshin (1862-1913), art historian and ideologue driven by a notion of Asia bound by culture, is a significant figure in Japan’s modern intellectual history. His writings in both Japanese and English became part of a growing discourse that positioned Japan as the guardian and protector of Asia against the depredations, cultural as much as economic and political, of the West. At the outbreak of the Pacific War, the first line of Okakura’s 1903 book (‘Asia is One’), The Ideals of the East, was celebrated posthumously by the Japanese military as the most powerful expression of Japan’s goal of political ascendancy in Asia.

Scholars tend to view his actions and missteps as ambassador as representing the failure of diplomacy to avert the outbreak of hostilities between the two paramount Pacific powers.This extensively researched biography casts new light on the life and career of this important figure. Connecting his experiences as a naval officer to his service as foreign minister and ambassador, and later as “father” of Japan’s Maritime Self Defense Forces and proponent of the U.S.–Japanese alliance, this study reassesses Nomura’s contributions as a hard-nosed realist whose grasp of the underlying realities of Japanese–U.S. relations went largely unappreciated by the Japanese political and military establishment.
In the formative years of the Japanese labor movement after World War II, the socialist unions affiliated with the General Council of Trade Unions (the labor federation known colloquially as Sohyo) formally endorsed the principles of women’s equality in the workforce and put in place measures to promote women’s active participation in union activities. " This book examines two eras of Chinese history that have commonly been viewed as periods of state disintegration or retreat. And they were--at the central level. When re-examined at the local level, however, both are revealed as periods of state building. In both the Nanjing decade of Guomindang rule (1927-1937) and the early post-Mao reform era (1980-1992), both national and local factors shaped local state building and created variations in local state structures and practices. This book focuses on one key area of the state, taxation and public finance, to trace the processes of local state building in these two eras. Using the records of local tax and finance offices in the Tianjin area and in Guangdong province, the author maps the process by which these county-level offices grew. This book highlights variation in local state structures and practices between localities and between the central and local governments. As the author shows, this variation is important because it results in regional differences in state-society relations and affects central state capacity in terms of the local state’s ability to implement central state policies as well as its own. Long ignored by historians and repudiated in their time, practitioners of private law opened the way toward Japan’s legal modernity. From the seventeenth to the turn of the twentieth century, lawyers and their predecessors changed society in ways that first samurai and then the state could not. During the Edo period (1600–1868), they worked from the shadows to bend the shogun’s law to suit the market needs of merchants and the justice concerns of peasants. Over the course of the nineteenth century, legal practitioners changed law from a tool for rule into a new epistemology and laid the foundation for parliamentary politics during the Meiji era (1868–1912). This social and political history argues that legal modernity sprouted from indigenous roots and helped delineate a budding nation’s public and private spheres. Tracing the transition of law regimes from Edo to Meiji, Darryl E. Flaherty shows how the legal profession emerged as a force for change in modern Japan and highlights its lasting contributions in founding private universities, political parties, and a national association of lawyers that contributed to legal reform during the twentieth century.

The incorporation of Taiwan into the Qing empire in the 17th century and its evolution into a province by the late 19th century involved not only a reconsideration of imperial geography but also a reconceptualization of the Chinese domain. Prosperity signifies success in economic performance. Economic performance always takes place in a spatial context. And institutions matter in economic performance. These three interwoven themes underlie this inquiry into the regional economy of southern Fukien province during the Sung and Yuan dynasties, when the area was one of the most prosperous regions in China. Through a meticulous reading of the sources, the author seeks to understand the meaning of prosperity in the premodern Chinese context and argues that we have to understand economic performance as a process occurring in space and influenced by institutions, which affect economic actors particularly through the means of transaction costs.
"In the sixth month of 736, a Japanese diplomatic mission set out for the kingdom of Silla, on the Korean peninsula. The envoys undertook the mission during a period of strained relations with the country of their destination, met with adverse winds and disease during the voyage, and returned empty-handed. The futile journey proved fruitful in one respect: its literary representation—a collection of 145 Japanese poems and their Sino-Japanese (kanbun) headnotes and footnotes—made its way into the eighth-century poetic anthology Man’yōshū, becoming the longest poetic sequence in the collection and one of the earliest Japanese literary travel narratives. The twelve essays in this volume underscore the similarities between Chinese and American approaches to bilateral diplomacy and between their perceptions of each other's policy-making motivations. Much of the literature on U.S.-China relations posits that each side was motivated either by ideologically informed interests or by ideological assumptions about its counterpart. But as these contributors emphasize, newly accessible archives suggest rather that both Beijing and Washington developed a responsive and tactically adaptable foreign policy. Each then adjusted this policy in response to changing international circumstances and changing assessments of its counterpart's policies. Motivated less by ideology than by pragmatic national security concerns, each assumed that the other faced similar considerations.
