Instead of mean-tested conditional cash transfer (CCT) programs, some countries have implemented gender-targeted CCTs to explicitly address intra-household disparities in human capital investments. This study focuses on addressing the direct impact of a female school stipend program in Punjab, Pakistan: Did the intervention increase female enrollment in public schools? In 1998,"the flood of the century" covered more than two-thirds of Bangladesh, causing crop losses of 2.04 million tons of rice, an amount equal to 10.45 percent of target production in 1998/99. This flood threatened the health and lives of millions through food shortages caused by crop failure, loss of purchasing power, and the spread of water-borne disease. Yet very few flood-related deaths occurred, and reportedly none was due to food shortages. This report, based on data from a survey of 757 rural households in seven flood-affected regions (thanas) conducted in November and December 1998 and on analysis of secondary data on food grain markets, describes how Government of Bangladesh policy, well-functioning private markets, household coping strategies, and donor and NGO interventions combined to avert a major food crisis. To further enhance its food security, Bangladesh needs continued investments in agricultural research, extension, roads, electricity and other rural infrastructure, policies promoting efficient markets, and programs to provide targeted transfers and credit to poor households.
In this book, eight substantive chapters examine how “developing” countries such as Bangladesh, Malaysia, and Mexico confronted the pandemic-driven online education shift. As local instruments, resources, and preferences of specific universities meshed with global platforms, ideas, and knowledge, the book addresses several questions. Was the mix too flaky to survive increasing competitiveness? Were countries capable enough to absorb mammoth software technological changes? Throwing a “developed” country (the United States) in for contrast, the book elaborates on the inequities between these countries. Some of these inequalities were economic (infrastructural provisions and accesses), others involved gender (the role of women), political (the difference between public and private universities), social (accessibility across social spectrum), and developmental (urban-rural divides). In doing so, new hypotheses on widening global gaps are highlighted in the book for further investigation.
Countries that have sustained rapid growth over decades have typically had a strong public commitment to expanding education as well as to improving learning outcomes. South Asian countries have made considerable progress in expanding access to primary and secondary schooling, with countries having achieved near-universal enrollment of the primary-school-age cohort (ages 6†“11), except for Afghanistan and Pakistan.
