In jedem differenzierten Sozialgebilde, so die leitende These der Arbeit, entsteht der Bedarf nach einer öffentlichen Orientierungsebene. Da es sich aber nicht nur bei der modernen Gesellschaft, sondern zum Beispiel auch bei Organisationen und Familien um differenzierte soziale Einheiten handelt, müsste folglich auch von einer organisationsinternen oder einer familieninternen Öffentlichkeit gesprochen werden. In diesem Sinne kann Öffentlichkeit als pluralistische Kategorie verstanden werden.
