Competitiveness and Growth in Brazilian Cities

'Competitiveness and Growth in Brazilian Cities' addresses the question of what cities can do to improve economic performance and create jobs. The topic is explored through a review of theories and policy options for city competitiveness, preliminary benchmarking of Brazilian cities, and case studies of two urban areas in Northeast Brazil the Cariri region, Cear and S o Lu s, Maranh o. The book concludes that to be competitive, cities need to reduce the cost of doing business by improving their services and infrastructure and by reducing bureaucracies. But for a middle-income country such as Brazil, which needs to be economically competitive in a globalized environment, this is not sufficien...

The Political Economy of Publicly-provided Goods

This dissertation consists of three chapters which explore various aspects of the political economy of publicly-provided goods. I shed light on why governments do or do not invest in goods of different types, and also how government versus private provision affects consumers. What follows are three empirical analyses testing the implications of competing theoretical models. My first chapter addresses the question, what drives governments with similar revenues to publicly provide very different amounts of goods for which private substitutes are available? Key examples are education and health care. I compare spending by Brazilian municipalities on pre-primary education--a good that is also pr...

This book provides a comprehensive explanation of human well-being outcomes by analyzing the role of domestic and international political factors. The well-being outcomes under study are the building blocks of development, and play a crucial developmental role in the lives of citizens, states, and the global community. The project introduces cases from Brazil, Japan, China, and Iraq, and proposes to answer some of the pressing questions that scholars and policy-makers alike have pondered over for years. Why are there large disparities between countries in the quality of life people lead? What factors account for the general well-being of mankind? How do we improve human lives?

The Urban Poor in Latin America

About half of the region's poor live in cities, and policy makers across Latin America are increasingly interested in policy advice on how to design programmes and policies to tackle poverty. This publication argues that the causes of poverty, the nature of deprivation, and the policy levers to fight poverty are, to a large extent, site specific. It therefore focuses on strategies to assist the urban poor in making the most of the opportunities offered by cities, such as larger labour markets and better services, while helping them cope with the negative aspects, such as higher housing costs, pollution, risk of crime and less social capital.

Handbook for Evaluating Infrastructure Regulatory Systems

Handbook for Evaluating Infrastructure Regulatory Systems

More than 200 new infrastructure regulators have been created around the world in the last 15 years. They were established to encourage clear and sustainable long-term economic and legal commitments by governments and investors to encourage new investment to benefit existing and new customers. There is now considerable evidence that both investors and consumers-the two groups that were supposed to have benefited from these new regulatory systems-have often been disappointed with their performance. The fundamental premise of this book is that regulatory systems can be successfully reformed only if there are independent, objective and public evaluations of their performance. Just as one goes to a medical doctor for a regular health checkup, it is clear that infrastructure regulation would also benefit from periodic checkups. This book provides a general framework as well as detailed practical guidance on how to perform such "regulatory checkups."
