São Tomé and Príncipe is very open and highly depends on imports resulting in high indirect tax revenue. At the same time, the production and export base are very narrow, leaving the authorities with a small domestic tax base. For these reasons, the country compares unfavorably with neighboring economies and other island countries, in terms of domestic revenue in percent of GDP. The paper describes the domestic tax system in São Tomé and Príncipe and uses cross-country empirical analysis to reach a benchmark tax potential for the country. The paper reaches the conclusion that whether São Tomé and Príncipe becomes an oil producer or not, it is more sustainable for it to rely on non-oil domestic revenue-a less volatile and less exhaustible resource-to finance current expenditures. To meet the country's increasing development and social objectives, the authorities need to mobilize sufficient domestic resources. The paper offers a number of fiscal reforms to reach this goal, including implementation of the new tax laws, reduction of exemptions, tax system reforms, and improvement of the tax administration.

Fiscal slippages, delays in structural reforms, and governance problems during the fourth quarter of 2000 and the first three quarters of 2001 led to the program going off track. The key quantitative performance criterion on the primary budget balance and the quantitative benchmark on government spending were not observed at either end-December 2000 or end-June 2001. The SMP is intended to correct the slippages incurred in 2001 and reestablish a track record of policy implementation.

This paper discusses São Tomé and Príncipe’s Third and Fourth Reviews Under the Extended Credit Facility Arrangement, Extension of the Arrangement, And Modification of Performance Criteria (PCs). Program implementation is broadly back on track. After missing the end-2016 fiscal targets by large margins, the government adopted corrective measures and met all five end-June 2017 PCs. The implementation of structural reforms under the program is progressing, albeit at a much slower pace than anticipated due mainly to capacity constraints and delays in the delivery of technical assistance. The IMF staff recommends the completion of the joint third and fourth reviews, approval of the extension to end-2018, and rephasing of the program.
