Proses implementasi kebijakan publik sering kali dihadapi oleh berbagai tantangan yang kompleks dan multidimensional, sehingga memerlukan pemahaman yang mendalam tentang faktor-faktor yang mempengaruhinya. Melalui buku ini, penulis mencoba untuk menjelaskan berbagai teori dan konsep tentang implementasi kebijakan publik, serta menggambarkan praktik-praktik yang dilakukan dalam rangka mengatasi tantangan tersebut. Beberapa contoh implementasi kebijakan dari berbagai sektor pembangunan akan membuka wawasan bagi mahasiswa untuk menekuni kebijakan public sebagai pilihan orientasi dalam menyelesaikan kuliah di Jurusan Administrasi Publik dan Bisnis. Buku ini dirancang secara sistematis, menyajikan materi cukup lengkap, mulai dari teori besar kebijakan public, dan implementasi kebijakan public, dan berbagai implikasi dalam pembangunan. Dalam periode Orde Baru, para peneliti asing dapat relatif dengan bebas melakukan penelitian-penelitian tentang masyarakat Tionghoa. Setelah masa reformasi, terutama terkait peristiwa Mei 1998 dengan kasus kekerasan rasial terhadap etnis Tionghoa, perhatian terhadap etnis Tionghoa mengalami peningkatan jumlahnya. Tujuan penulisan buku ini untuk melihat semangat keberagaman di tengah masyarakat Indonesia yang perlu dikembagkan. Saat ini seakan banyak di antara kita yang lupa bahwa sejak awal keberadaannya masyarakat Indonesia hidup dalam keberagaman. Karena itu sikap yang menolak keberagaman menjadi ahistoris. Namun kami juga menyadari bahwa kesadaran yang ahistoris ini harus dijawab dengan meningkatkan studi masyarakat minoritas dalam hal ini adalah studi masyarakat Tionghoa. Dalam masa sekarang ini masih kurangnya jumlah penelitian studi Tionghoa ini tidak terlepas dari terbatasnya jumlah mata kuliah studi etnis Tionghoa dan minimnya materi-materi dasar di perguruan tinggi di Indonesia. Para peneliti dari Indonesia sendiri belum banyak yang menguraikan materi-materi dasarnya terutama untuk kalangan mahasiswa tingkat sarjana.

Between 1973 and 1980, the cost of crude oil rose suddenly and dramatically, precipitating convulsions in international politics. Conventional wisdom holds that international capital markets adjusted automatically and remarkably well: enormous amounts of money flowed into oil-rich states, and efficient markets then placed that new money in cash-poor Third World economies. David Spiro has followed the money trail, and the story he tells contradicts the accepted beliefs. Most of the sudden flush of new oil wealth didn't go to poor oil-importing countries around the globe. Instead, the United States made a deal with Saudi Arabia to sell it U.S. securities in secret, a deal resulting in a substantial portion of Saudi assets being held by the U.S. government. With this arrangement, the U.S. government violated its agreements with allies in the developed world. Spiro argues that American policymakers took this action to prop up otherwise intolerable levels of U.S. public debt. In effect, recycled OPEC wealth subsidized the debt-happy policies of the U.S. government as well as the debt-happy consumption of its citizenry.
