This is a study of the nature of Ottoman administration under Sultan Abdulhamid and the effects of this on the three provinces that were to form the modern state of Iraq. The author provides a general commentary on the late Ottoman provincial administration and a comprehensive picture of the nature of its interaction with provincial society. In drawing on sources of the Ottoman archives, bringing together and analyzing an abundance of complex documents, this book is a fascinating contribution to the field of Middle Eastern studies.

Elias John Wilkinson Gibb (1857-1901) was a Scottish Orientalist who was born and educated in Glasgow. After studying Arabic and Persian, he developed an interest in Turkish language and literature, especially poetry, and in 1882 he published Ottoman Poems Translated into English Verse in the Original Forms. Pre-modern Western sources generally claim that European mercantile communities in the Ottoman Empire enjoyed legal autonomy, and were thus effectively immune to Ottoman justice. At the same time, they report numerous disputes with Ottoman officials over jurisdiction (“avanias”), which seems to contradict this claim, the discrepancy being considered proof of the capriciousness of the Ottoman legal system. Modern studies of Ottoman-European relations in this period have tended uncritically to accept this interpretation, which is challenged in this book.

In this controversial and bracing study, Robert Young argues that today's theories on post-colonialism and ethnicity are disturbingly close to the colonial discourse of the nineteenth century. An original and exciting work.
