The annual report on evaluation for 2013 assesses the progress made by the United Nations Development Programme (UNDP) Independent Evaluation Office (IEO), program and policy units at UNDP headquarters, UNDP country offices and the evaluation units of the associated funds and programs in fulfilling the evaluation function outlined in the UNDP evaluation policy. The report also presents key findings and lessons learned from independent evaluations conducted by the Independent Evaluation Office in 2013. It also sets out the programs of work for 2014 and 2015 for the Independent Evaluation Office of UNDP.
The report focuses attention on key aspects of United Nations Development Programme's work under the current strategic plan, and considers the way the UNDP, as an essential UN organisation, provides programme support to partner governments. The assessment was carried out during a time of significant restructuring and reorganization at UNDP, designed to strengthen organizational effectiveness and further enhance the contribution of UNDP to development. The evaluation examines the processes and effects of this reorganization through collaborative work undertaken with the UNDP office of Audit and Investigations, and also looks at the results that have been delivered during this challenging period. The UNDP programme portfolio spans about 170 countries and territories, and covers a wide ranging and complex set of issues.

"The Assessment of Development Results is one of the main tasks of the Independent Evaluation Office. It seeks to analyse systematically and independently the progress of key UNDP programmes in countries that receive its support. This ADR was carried out in close collaboration with the Algerian Ministry of Foreign Affairs (MAE), to ensure that the findings are credible and useful, and ultimately appropriated by the national partners. The Independent Evaluation Office (IEO) of the United Nations Development Programme (UNDP) conducted an Assessment of Development Results (ADR) in Viet Nam in 2015. Following the first ADR conducted in 2003, this is the second independent country-level evaluation conducted by the IEO in Viet Nam. Viet Nam is a pilot country for the Delivering as One (DaO) initiative. The ADR examined UNDP's country programme for two periods, 2006-2011 and 2012-2016. The evaluation examined a total of eight programme outcomes as defined by the Common Country Programme Document (CCPD). The outcomes covered the following three thematic clusters, reflecting the programme structure of the current country office: (i) Inclusive and Equitable Growth; (ii) Sustainable Development; and (iii) Governance and Participation.
The Independent Evaluation Office (IEO) of the United Nations Development Programme (UNDP) plays an important role as a central and impartial knowledge provider helping UNDP to make decisions and policies based on evaluative evidence. In 2020, the IEO launched Reflections - a knowledge product that offers lessons from past evaluations and provides valuable insights for organizational learning and improved decision-making towards better development results. Reflections are Rapid Evaluation Assessments that provide syntheses from thousands of evaluations of UNDP development activities carried out over the past decade. This book is the first volume in the series and outlines 61 lessons from evaluations of UNDP's work in crisis settings to support decision-makers, especially at the country level, in their COVID-19 crisis response and recovery efforts.
