Em 22 de novembro de 1910, eclodiu uma revolta na cidade do Rio de Janeiro. O Estado brasileiro determinava que marinheiros fossem punidos com castigos físicos. Neste dia, um deles recebeu 250 chibatadas. Os revoltosos ameaçaram bombardear a cidade (então capital do Brasil). O Senador Rui Barbosa bradou veementemente: O que constitui as forças das máquinas de guerra não é a sua mole, não é a sua grandeza, não são os aparelhos de destruição - é a alma do homem que as ocupa, que as maneja, e as arremessa contra o inimigo. As almas dessas máquinas que povoam os nossos grandes dreadnoughts, hoje, em nossa baía, sejamos justos ainda para com esses infelizes no momento de seu crime, as almas desses homens têm revelado virtudes que só honram a nossa gente e a nossa raça. [...] Extinguimos a escravidão sobre a raça negra, mantemos, porém, a escravidão da raça branca no Exército e na Armada, entre os servidores da pátria, cujas condições tão simpáticas são a todos os brasileiros.
