This is a study of the role of regions in the development of modern nations in Latin America. Eduardo Posada-Carbo focuses on the Colombian Caribbean between 1870 and 1950. He examines the achievements and shortcomings of arable agriculture and the significance of the livestock industry, the links between town and countryside, the influence of foreign migrants and foreign capital, the relationship between local and national politics, and the extent to which regionalism represented a challenge to the consolidation of the national state in Colombia. The Bill provides for the Post Office to be converted from a statutory corporation to a public limited company, with ownership remaining with the Crown. It introduces a new system of licensing and regulation for postal services operators and providers, and gives the independent regulator, the new Postal Services Commission, new powers and duties to protect and promote the interests of users. The Post Office Users' National Council is replaced by the Consumer Council for Postal Services, to bring postal services into line with consumer representation in the other utilities.

Covering the Mexican Revolution as a press photographer, Agustín Casasola (1874-1938) was one of the first Latin American documentary photographers. In 1903, he founded the Mexican Association of Journalists and, in 1911, the Society of Media Photographers. He devoted his career to building the Casasola Archive, which today is an essential photographic record of Mexican history.
