Economic Policy in Switzerland
Switzerland is at the centre of Europe, but is not part of the European Union. Its specific policy concerns are often less known than for other countries but might offer an alternative model to integration. This collection from some of the best academic economists in Switzerland covers monetary economics, competition, health care, environmental and housing policies, as well as aspects related to unemployment insurance, gender discrimination, poverty, and privatization to provide a comprehensive survey of the Swiss economy.
Money and the Economy
This volume offers a unique perspective on a key issue of monetary economics: the effect of money on output. Karl Brunner and Allan Meltzer address the theoretical aspects of this issue with the purpose of understanding their policy implications. They offer an historical and at times provocative overview on the relationship between money and output, and go on to present their well-known model of a monetary economy, before examining the real sector. Throughout the volume, their views are confronted with competing explanations in order to highlight differences. The monetarist flavour of the volume emerges most clearly in frequent arguments pointing to the relative stability of the private sector.
The Effect of Equity Barriers on Foreign Investment in Developing Countries
Legal and other barriers limit foreign investors' access to emerging stock markets. Empirical evidence suggests that countries could lower the (risk- adjusted) cost of capital by removing formal barriers to such access.

The proposal to set up an international debt facility to buy the debt of developing countries at a discount and then mark down its contractual value is analyzed. The paper considers the central question of how the debtor countries, creditor banks, and owners of the facility would be affected; in particular, what redistribution of gains and losses there would be among them. The “market price effect” and the “ceiling effect” are distinguished. A crucial consideration is whether debt retained by banks is subordinated to debt bought by the facility.
