The Public Responsibility for Higher Education and Research

The public responsibility for higher education and research is a cornerstone of the European university heritage. Yet, our societies are changing rapidly, and clinging to old solutions will not further the very values that these solutions were originally designed to protect. The claim on public attention and public funds is growing, but public funds are not, or at least not at the same rate. While public funding of higher education and research is still important, the concept of public responsibility must be understood much more widely. It must also be nuanced by looking more closely at different degrees and levels of public responsibility as well as at the instruments available for exercising such responsibility. The book, which builds on a Council of Europe conference, aims to explore what public responsibility means in the complex societies that have just crossed the threshold to the 21st century by examining both overall higher education policies and specific aspects of it such as higher education for a democratic culture, access to research results, financing, equal opportunities, the approach to regulation and new trends in higher education.

In addition, this book gives an overview of the national action plans for recognition submitted by all the members of the Bologna Process prior to the London ministerial conference in May 2007.--Publisher's description.

Academic Identities—Academic Challenges? American and European Experience of the Transformation of Higher Education and Research

The university in Europe – as a central institution of society – is presently met with many new expectations challenging established practices and self-understandings of academics across Europe. In the European Union, the higher education and research system has become a foremost tool of change. Current reforms across national higher education systems are seen as a potential for creating a European Higher Education Area, as well as an opportunity to introduce EU policies and ideas addressing how reforms can contribute to promote this as an EU dimension. An argument that only reforms of the higher education institution – in particular the research university, as a European institution â...

Dynamics and Obstacles of European Governance

This book examines some of the major origins of change in institutions and policies in European governance. The authors combine a sophisticated institutional analysis with in-depth insights into European policies across a wide variety of policy fields. The fields examined are higher education, employment, research, police co-operation, as well as foreign affairs, trade, energy, and security and defence policy. Presenting the fruit of years of collaboration in an EU-funded Research Training Network, the authors expand the mechanisms through which political actors transform apparent deadlock into actual change in European policy making.

Since the 1970s, various sociological approaches have tried to understand and conceptualize "the global," yet few of them have systematically addressed the full spectrum of social relationships. Prominent exponents of the global approach - such as world systems analysis - instead have focused on particular domains such as politics or the economy. Under the label of "world society," however, some authors have suggested alternatives to the predominant equivocation of society and the nation-state. The contributions to this volume share that objective and take their point of departure from the two most ambitious projects of a theory of world society: world polity research and systems theory, mapping out the common ground and assessing their potential to inform empirical analyses of globalization.
