Endgame for ETA

The violent Basque separatist group ETA took shape in Franco's Spain, yet claimed the majority of its victims under democracy. For most Spaniards it became an aberration, a criminal and terrorist band whose persistence defied explanation. Others, mainly Basques (but only some Basques) understood ETA as the violent expression of a political conflict that remained the unfinished business of Spain's transition to democracy. Such differences hindered efforts to 'defeat' ETA's terrorism on the one hand and 'resolve the Basque conflict' on the other for more than three decades. Endgame for ETA offers a compelling account of the long path to ETA's declaration of a definitive end to its armed activi...

Debriefing Mediators to Learn from Their Experiences

The goal of this handbook is to enhance the practice of mediation by showing how lessons from individual mediators can be identified and made available both to their home organization (e.g., a foreign ministry, intergovernmental organization, or nongovernmental organization) and to a wider practitioner audience. More particularly, the handbook gives guidance to staff debriefing mediators who are or have been directly involved in peace negotiations. The focus here is not on self-assessments by the mediators themselves, nor on evaluations of the mediator's performance by external donors, nor on political or psychological debriefing. Instead, this handbook examines methodological debriefing: th...

Supreme Command

SUPREME COMMAND is about leadership in wartime, or more precisely about the tension between two kinds of leadership, civil and military. Eliot Cohen uncovers the nature of strategy-making by looking at four great democratic war statesmen and seeing how they dealt with the military leaders who served them. In doing so he reveals fundamental aspects of leadership and provides not merely an historical analysis but a study of issues that remain crucial today. By examining the cases of four of the greatest war statesmen of the twentieth century he explores the problem of how people confront the greatest challenges that can befall them, in this case national leaders. Beginning with a discussion of civil-military relations from a theoretical point of view, Cohen lays out the conventional beliefs about how politicians should deal with generals and the extent to which either can influence the outcome of war. From these he draws broader lessons for students of leadership generally.
