The author examined prepackaged news storied produced by the Dept. of Health & Human Serv. & the Office of Nat. Drug Control Policy & evaluated whether these materials constituted covert propaganda in violation of the prohibition on using appropriated funds for publicity & propaganda not authorized by Congress.
