The Horn Engaging the Gulf
This book discusses theoretical perspectives of analyzing the relations between the states and non-state actors in the Horn of Africa and their counterparts in the Persian Gulf and the Middle East. Crucially, these relations are examined primarily from the perspective of the diplomatic, economic, and strategic agency of the African states and societal actors. United Nations Sanctions Regimes and Selective Security
This book investigates the selective nature of UN sanctions regimes with a specific focus on the post-Cold War era. Legally binding on all members, UN sanctions are the most effective and legitimate non-violent multilateral tools to respond to international security threats. They are also symbolically more powerful than unilateral or multilateral sanctions because they enjoy global support. However, while dozens of threats to international peace were met with UN sanctions since 1990, many others were not. How can we explain this incoherent approach? With a focus on the selectiveness, rather than effectiveness of UN sanctions the author reflects on the shifting geopolitical tensions between Security Council members and uses a variety of widely used academic datasets to provide a unique overview of what determines sanctions and sanctionable events. The African Union and African Agency in International Politics
This book examines the role of the African Union in relation to African agency in international politics. It examines the manner and extent to which the African Union exercises two forms of agency—shirking and slippage—in its strategic and collaborative partnerships. The author focuses on four major AU partnerships with the European Union, NATO, the United Nations and US AFRICOM. The books examines African agency in each partnership by exploring the politics and dynamics of each partnership in different aspects: the multilevel engagement, institutionalization, resource contribution and disbursement, as well as preference linkage. It specifically does that by examining African ownership and leadership in all of these aspects. The book highlights the role of agency slack as a survival strategy to escape from the AU’s subaltern position in international politics. It designates the partnership with the European Union as emblematic of African agency; while the others exhibit different forms of agency slack. The Emergence of the State
This book takes an interest in the collapse and formation of the state and is primarily concerned with exploring and comparing the emergence of Kosovo and South Sudan. It contends that both have emerged in the stateness problem experienced by Serbia and Sudan. It demonstrates that the collection of the following three variables has determined their emergence: The occurrence of violence in Serbia and Sudan; The external involvement in this circumstance; and The regional and global support for their emergence. The book develops an independent conceptual framework and deeply explores and compares the emergence of Kosovo and South Sudan. It provides valuable insights for the academic and policymaking communities, given its treatment of the significant collapse and formation of the state in the twenty-first century.
Mapping Agency
Despite regionalism having developed into a global phenomenon, the European Union (EU) is still more often than not presented as the ’role-model of regionalism’ whose institutional designs and norms are adopted by other regional actors and organizations as part of a rather passive ’downloading process’. Reaching beyond such a Eurocentric perception, Mapping Agency provides an empirically rich ’African perspective’ on regionalisms in Sub-Saharan Africa. It adopts an actor-centred approach but departs from a rather simplified understanding of agency as exerting power and instead scrutinizes to what extent actors actually participate in or are excluded from processes of regionalism. The value of this volume derives from the inclusion of historical dimensions, its open multi-actor approach to both formal and informal processes and its comparative perspective within but also beyond Sub-Saharan Africa. The chapters offer a multifaceted picture of agency beyond disciplinary divides where the EU is one actor amongst many and where local, national, regional and global state and non-state actors shape - and sometimes break - processes of regionalisms in Sub-Saharan Africa.
