Poverty Reduction During the Rural-Urban Transformation

Based on cross-country panel datasets, we find that (i) an increase in population share in agriculture is associated with poverty reduction once the longer-term poverty change or the dynamic is taken into account; (ii) rural non-agricultural sector also is poverty reducing in some cases; and (iii) increased population in the mega cities has no role in poverty reduction. In fact, the growth of population in mega cities is “poverty-increasing” in a few cases. Given that a rapid population growth or rural-urban migration is likely to increase poverty, more emphasis should be placed on policies that enhance support for rural agricultural and non-agricultural sectors. If our analysis has any validity, doubts are raised about recent research emphasising the role of secondary towns or urbanisation as the main driver of extreme poverty reduction.

"This paper examines the impact of agricultural research on poverty and welfare by conducting a systematic review of experimental and quasi-experimental impact evaluations of improved varieties disseminated by CGIAR between 2007 and 2015. The analysis focuses on the adoption of improved seeds, and specifically yield-increasing varieties, examining their direct causal impact from uptake on crop productivity gains, increased income and poverty reduction. The paper finds that agricultural research and improved varieties have been effectively contributing to productivity gains, however more efforts are needed to improve the evidence base to validate the positive impacts and encourage donors to invest in this area of agricultural research."--

"This paper examines the impact of IFAD-supported projects so as to learn lessons for future projects. It analyses the different methods used by IFAD to measure a project's impact, finds that IFAD is improving the well-being of rural people, and recommends that impact assessments be built into future projects from their inception."--

"The Women's Empowerment in Agriculture Index (WEAI) can be a useful tool to measure the empowerment, agency and inclusion of women in the agriculture sector. However, computing the WEAI in its current form involves large data requirements, resulting in lengthy surveys with several questions on various dimensions and indicators within each dimension. This paper proposes a reduced version of the WEAI, or the R-WEAI, and examines two possible approaches to reduce the data requirements while ensuring comparability to the full WEAI."--

"Project Completion Reports (PCRs) are a critical tool for development organizations, both for accountability purposes, and as a means of learning from project experience to inform the design of future operations. This paper analyses a sample of PCRs from IFAD to assess the extent to which evidence is used to determine a project's effectiveness in bringing about development. The report finds that most claims on results are not supported by evidence, and discusses implications for the objective measurement of development effectiveness."--

The Continuing Epidemiological Transition in Sub-Saharan Africa

Among the poorest and least developed regions in the world, sub-Saharan Africa has long faced a heavy burden of disease, with malaria, tuberculosis, and, more recently, HIV being among the most prominent contributors to that burden. Yet in most parts of Africa-and especially in those areas with the greatest health care needs-the data available to health planners to better understand and address these problems are extremely limited. The vast majority of Africans are born and will die without being recorded in any document or spearing in official statistics. With few exceptions, African countries have no civil registration systems in place and hence are unable to continuously generate vital st...

Urbanization is transforming agrifood systems across the rural–urban continuum creating challenges and opportunities to access affordable healthy diets

This background paper to The State of Food Security and Nutrition in the World 2023 discusses the dynamics and drivers of urbanization, the associated changes in agrifood systems and the corresponding risks and opportunities to ensuring access to affordable healthy diets for all. The paper is based on a systematic review and meta-analysis of evidence from scientific papers and informed by new analyses conducted for the 2023 edition of The State of Food Security and Nutrition in the World. A conceptual framework is presented for understanding the different pathways through which urbanization is driving changes in agrifood systems across the rural–urban continuum, and is, in turn, affecting access to affordable healthy diets.
