Towards gender equality: A review of evidence on social safety nets in Africa
Over the last decade, social safety nets (SSNs) have rapidly expanded in Africa, becoming a core strategy for addressing poverty, responding to shocks, increasing productivity and investing in human capital. Poverty, vulnerability and well-being have inherent gender dimensions, yet only recently has gender equality been considered as a potential program objective. This study reviews the evidence on the impact of SSNs on women’s wellbeing in Africa, while contributing to an understanding of how SSNs affect gender equality. What is the role of men in connecting women to cash crop markets? Evidence from Uganda
Programs that seek to increase women’s participation in marketing activities related to the principal household economic activity must involve men if they are to be successful. In this paper we analyze take-up of a project that sought to increase women’s involvement in sugarcane marketing and sales by encouraging the registration of a sugarcane block contract in the wife’s name. We find that men who are more educated and live in households with higher wealth and expenditures are more likely to agree to the registration. Households with more cane blocks and in which the wife is already more involved in cane activities are also more likely to participate. Overall, take-up is high at 70%, and remains high even in those groups that are less likely to take-up. Additionally, we find that blocks transferred to women are not of lower quality or value than those kept by men, though they are smaller and closer to the home. These results suggest that simple encouragement can be an effective tool to nudge men to include their wives in household commercial activities.

Household labor supply and social protection: Evidence from Pakistan’s BISP cash transfer program
Cash transfers are a key component of social protection policy in many developing countries. Yet many policymakers are concerned that continued receipt of such transfers may have unintended consequences, such as a reduction in labor supply when household income rises. We study this question by evaluating the impact of Pakistan’s Benazir Income Support Program(BISP), a cash transfer program targeted to poor, married women,on male and female labor supply. The BISP was implemented via a mechanism that reliedon a poverty score cutoff to determine eligibility, allowing for the identification of causal impacts using regression discontinuity. We find no impacts on household labor supply in the aggregate. When we break up estimates by gender, we find littleevidence of a changein female labor supply, strongevidence of increased male labor supply, and no evidence of changes to child labor. Hence, policy makers should not be concerned that BISP transfers negatively affect labor supply among recipients.
