The sources of the Papua conflict are grouped into four sets of issues. First, is the problem of the marginalization of indigenous Papuans, and the discriminatory impacts on them resulting from the economic development of, political conflicts in, and mass migrations to Papua since 1970. To respond to this problem, an affirmative policy of recognition must be developed to empower indigenous Papuans. The second issue is the failure of development, particularly in the fields of education, health, and people's economic empowerment. This book provides a comparative analysis of how communities have developed people-based resilience in response to the global impact of COVID-19. The crisis of the capitalist economy due to border closure, downturn in business, loss of jobs and large-scale destruction of people’s well-being has worsened poverty, and inequality worsened the situation of the already marginalized. At the same time, it has provided the opportunity for indigenous and marginalized communities to innovatively strengthen their social and solidarity economies to respond the unprecedented calamity in a self-empowering and sustainable way. The book explores some of the ways in which local communities have mobilized their cultural resources to strengthen their social solidarity and mitigating mechanisms against the continuing global calamity. It looks at how different communities approach social protection as a way of sustaining their well-being outside the parameters of the ailing market economy and how some of these can provide valuable lessons for strengthening resilience for the future.
Tulisan ini bermaksud memberikan rangsangan ide kepada para pengambil keputusan agar tidak mengulangi kesalahan masa lalu dalam menyusun kebijakan baru terhadap Papua. Menjelang berakhirnya pengucuran dana Otsus pda tahun 2021, dapat dijadikan momentum untuk memberikan Papua sebuah kebijakan baru yang berasal dari kehendak dan partisipasi masyarakat Papua dengan melihat capaian Otsus selama ini. Proses ini jangan dianggap sebagai pintu referendum bagi lepasnya Papua, melainkan pintu untuk menciptakan relasi yang lebih baik antara Pemerintah Pusat dan Provinsi Papua dan Papua Barat, serta dengan orang asli Papua. Penulis berharap apa yang menjadi cita-cita orang asli Papua untuk mendapatkan keadilan, penegakan hukum dan HAM, serta kesejahteraan dan kemajuan bagi masyarakat Papua, dapat segera tercapai.
