O que move a autora é analisar os diferentes projetos que os atores políticos cariocas e fluminenses acionaram com vistas a construir esse novo estado resultado da fusão de dois estados que, apesar da proximidade geográfica, possuíam trajetórias político-partidárias diferentes.
