Agents and Structures in Cross-Border Governance

  • Categories: Law

In North America and Europe, cross-border governance arrangements have provided formal and informal frameworks to support cross-border cooperation. Analysing how these frameworks have emerged, the ways in which they have become institutionalized, and the processes by which they change is fundamental. Moreover, these frameworks are increasingly challenged by border securitization, thus limiting or jeopardizing decades of cross-border cooperative governance and coordinated public policies. Agents and Structures in Cross-Border Governance offers a series of case studies that explore these complex dynamics. To understand a range of cross-border governance frameworks, this collection addresses su...

European macro-regions, Euroregions and other forms of inter-regional, cross-border cooperation have helped to shape new scenarios and new relational spaces which may generate opportunities for economic development, while redefining the political and economic meaning of national borders. This book is based on a number of key case studies which are crucial to understanding the complex web of political, economic and cultural factors that shape the heterogeneous picture of Europe’s new geography. This book provides a fresh view on this phenomenon, with a realistic approach shedding light on its complexity as well as on its ambiguities. The new macro-regions are interpreted with an approach re...

Constraining Democratic Governance in Southern Europe

In this thought-provoking book, José M. Magone investigates the growing political, economic and social divisions between the core countries of the European Union and the southern European periphery. He examines the major hindrances that are preventing the four main southern European countries (Italy, Spain, Portugal and Greece) from keeping up with the increasing pace of European integration, and the effects that this is having on democratic governance.

Politicians in Hard Times

This book analyses the Spanish parliamentary elites in a comparative perspective within southern Europe. What has been the impact of the Great Recession on the configuration of parliaments and the diversity of legislators? Have new parties delivered better representation of citizens in terms of demographics (gender, age, social class), ideology or political attitudes and beliefs? This original research is based on a 2018 survey on members of two national chambers and 17 regional parliaments. Comparing these data with those of a simultaneous survey carried out on Spanish citizens and with data from previous research a decade ago, the book examines the changes that have occurred in representation during the course of the Great Recession and provides evidence of the growing distance between citizens and parliamentary elites. Additionally, using data from the Comparative Candidates Survey, the book compares the ideological congruence between citizens and their representatives in Spain, Portugal, Italy and Greece.

From Policy to Implementation in the European Union

It has become apparent that a clear gap exists between European Union (EU) level policymaking and Member State implementation. Previous research has neglected to fully define factors that encourage or prevent implementation processes and instead focused on upstream decision making processes or downstream effects of policy. Simona Milio here proposes a shift in analytical focus towards policy-implementation since this constitutes a crucial common pathway that determines whether a policy actually becomes effective or not. EU implementation deficits appear to be influenced by problems related to the multi-level structure of European policy making. Successful implementation will only occur if re...

Binational Commons

Studying institutional development is not only about empowering communities to withstand political buccaneering; it is also about generating effective and democratic governance so that all members of a community can enjoy the benefits of social life. In the U.S.-Mexico borderlands, cross-border governance draws only sporadic—and even erratic—attention, primarily in times of crises, when governance mechanisms can no longer provide even moderately adequate solutions. This volume addresses the most pertinent binational issues and how they are dealt with by both countries. In this important and timely volume, experts tackle the important problem of cross-border governance by an examination o...
