This paper studies the relationship between gender and corruption in the health sector. It uses data collected directly from health workers, during a recent public expenditure tracking survey in Tajikistan's health sector. Using informal payments as an indicator of corruption, women seem at first significantly less corrupt than men as consistently suggested by the literature. However, once power conferred by position is controlled for, women appear in fact equally likely to take advantage of corruption opportunities as men. The allocation of resources and the design of policies tailored to local-level conditions require highly disaggregated information. Data on poverty at the local level is typically not available because most household surveys are not representative past the regional level. This volume aims to promote the effective use of Small Area Estimation poverty maps in policy making. The need for safety nets in Sub-Saharan Africa is vast. In addition to being the world's poorest region, Sub-Saharan Africa is also one of the most unequal. In this context, redistribution must be seen as a legitimate way to fight poverty and ensure shared prosperity - and all the more so in countries where growth is driven by extractive industries that are not labor-intensive and often employ very few poor people. Given that most African countries face difficult decisions about how to allocate limited resources among a number of social programs, evidence is important. Do Safety Net programs actually benefit the poorest people? This book demonstrates with empirical evidence that it is possible to reach the poorest and most vulnerable people with safety net programs, and provides lessons for the effective use of targeting methods to achieve this outcome in the region.

Existing literature on African countries has found economic cleavages, institutions, and policy choices to be of low salience in national politics. This book inverts these arguments. Boone trains our analytic focus on the spatial inequalities and territorial institutions that structure national politics in Africa, showing that regional cleavages find expression in both electoral competition and policy struggles over redistribution, sectoral investment, market integration, and state design. Leveraging comparative politics theory, Boone argues that African countries' regional and core-periphery tensions are similar to those that have shaped national economic integration in other parts of the world. Bringing together electoral and economic geography, the book offers a new and powerful map of political competition on the African continent.
