Structural Adjustment and Living Conditions in Developing Countries
By and large, social indicators in developing countries improved in the 1980s, but progress was slowest in the countries that needed it the most. The data show unacceptably high mortality rates, low school enrollment levels, and extensive undernutrition in many parts of the world. Of particular concern are the declining primary enrollment ratios in intensely adjusting countries. This erosion of human capital is inconsistent with the main objectives of adjustment: sustainable long-term growth.
Does Indonesia Have a "low Pay" Civil Service
Indonesia has long been characterized as having a "low-pay civil service" which is in turn used to explain corruption at various levels of government. Analysis of individual and household level data show that the earnings of government employees, on average, is comparable to what they might earn in the private sector. Changing the structure of compensation may be an important part of civil service reform, but should not be seen as the main instrument to address corruption.

Reconfiguring Families in Contemporary Vietnam chronicles and analyzes the most significant change for families in Vietnam's recent past – the transition to a market economy, referred to as Doi Moi in Vietnamese and generally translated as the "renovation". Two decades have passed since the wide-ranging institutional transformations that took place reconfigured the ways families produce and reproduce. The downsizing of the socialist welfare system and the return of the household as the unit of production and consumption redefined the boundaries between the public and private. This volume is the first to offer a multidisciplinary perspective that sets its gaze exclusively on processes at work in the everyday lives of families, and on the implications for gender and intergenerational relations. By focusing on families, this book shifts the spotlight from macro transformations of the renovation era, orchestrated by those in power, to micro-level transformations, experienced daily in households between husbands and wives, parents and children, grandparents and other family members.
The Condition of Young Children in Sub-Saharan Africa
Reviews the World Bank's experience in industrial restructuring in 46 countries during the past 14 years. The study finds that for most completed public enterprise restructuring operations, sustainability of benefits was a large problem, mainly because of fragile sector reforms and inadequate governance and management. Those completed for the private sector experienced poor outcomes from inadequate attention to country economic conditions and policy distortions. To overcome such problems, the study recommends that future restructuring operations be designed and implemented to have an impact at the firm level.
