The first encounters between the Islamic world and Tibet took place in the course of the expansion of the Abbasid Empire in the eighth century. Military and political contacts went along with an increasing interest in the other side. Cultural exchanges and the transmission of knowledge were facilitated by a trading network, with musk constituting one of the main trading goods from the Himalayas, largely through India. From the thirteenth century onwards the spread of the Mongol Empire from the Western borders of Europe through Central Asia to China facilitated further exchanges. The significance of these interactions has been long ignored in scholarship. This volume represents a major contribution to the subject, bringing together new studies by an interdisciplinary group of international scholars. They explore for the first time the multi-layered contacts between the Islamic world, Central Asia and the Himalayas from the eighth century until the present day in a variety of fields, including geography, cartography, art history, medicine, history of science and education, literature, hagiography, archaeology, and anthropology.

Concepts such as influence, imitation, emulation, transmission or plagiarism are transcendental to cultural history and the subject of universal debate. They are not mere labels imposed by modern historiography on ancient texts, nor are they the result of a later interpretation of ways of transmitting and teaching, but are concepts defined and discussed internally, within all cultures, since time immemorial, which have yielded very diverse results. Security sector reform (SSR) and transitional justice processes often occur alongside each other in societies emerging from conflict or authoritarian rule, involve many of the same actors, are supported by some of the same partner countries and impact on each other. Yet the relationship between SSR and transitional justice, or “dealing with the past” (DwP) as it is also called, remains underexplored and is often marked by ignorance and resistance. While SSR and transitional justice processes can get into each other’s way, this paper argues that SSR and DwP are intrinsically linked and can complement each other. SSR can make for better transitional justice and vice versa. Transitional justice needs SSR to prevent a recurrence of abuses, an essential element of justice. SSR can learn from transitional justice not only that it is better to deal with rather than ignore an abusive past but also how to address an abusive legacy in the security sector. The validity of these assumptions is tested in two case studies: the police reform process in Bosnia and Herzegovina after 1995 and the SSR process in Nepal after 2006.
