Basic Education and Capability Development in Turkey
In this paper we evaluate education policy in Turkey based on Amartya Sen's capabilities approach. We argue that the value of education must be gauged in terms of the achievement of basic education capabilities, rather than simply resource growth. That is because those capabilities comprise the necessary preconditions for doing things and achieving results that we have reason to value.
