Crandall (political science, Davidson College) examines the evolution of US policy towards Columbia, largely driven by factors relating to the US's "war on drugs," as well as the roots of violence in Colombia. He then focuses on US policy towards the country during two key periods: the Samper administration (1994-1998) and the Pastrana administration (1998-2002). This work studies the development of bilateral relations in two pairs of states (dyads): Argentina-Brazil and Argentina-Chile. It takes on a moderate constructivist approach that incorporates into the analysis of international relations the role of identities, ideas and perceptions as well as of material forces, and understands that the former are affected and changed during interaction. It also uses to securitization theory to explain how issues come or cease to be considered security matters through social constructions.

The Handbook of Latin American and Caribbean Intelligence Cultures explores the contemporary efforts of Latin American and Caribbean nations to develop an intelligence culture. Specifically, it analyzes these countries’ efforts to democratize their intelligence agencies (i.e. to develop intelligence services that are both transparent and effective) to convert the former military regimes’ repressive security apparatuses into democratic intelligence communities—a rather paradoxical task, considering that democracy calls for political neutrality, transparency, and accountability, while effective intelligence services must operate in secrecy. War has traditionally been studied as a problem deriving from the relations between states. Strategic doctrines, arms control agreements, and the foundation of international organizations such as the United Nations are designed to prevent wars between states. Since 1945, however, the incidence of interstate war has actually been declining rapidly, while the incidence of internal wars has been increasing. The author argues that in order to understand this significant change in historical patterns, we should jettison many of the analytical devices derived from international relations studies and shift attention to the problems of 'weak' states, those states unable to sustain domestic legitimacy and peace. This book surveys some of the foundations of state legitimacy and demonstrates why many weak states will be the locales of war in the future. Finally, the author asks what the United Nations can do about the problems of weak and failed states.
This book examines the responses to U.S. power in the two areas of the world where U.S. primacy was first successfully consolidated: East Asia and Latin America. The U.S. has faced no comparably powerful challengers to the exercise of its power in Latin America for much of the past century. It established its primacy over much of East Asia in the aftermath of WW II and extended its influence in the late 1970's and after the end of the Vietnam War through its entente with China to balance the Soviet Union.
