Promoting Agricultural Trade to Enhance Resilience in Africa
The 2013 Annual Trends and Outlook Report (ATOR) contributes to the emerging debate by analyzing Africas recent trade performance and future outlook at the global and regional levels, including discussions of the mechanisms of dealing with food price volatility, the scope for increasing trans-border trade, and the potential impacts of weather-related shocks and biophysical factors on intra-regional exports. The ATOR finds that Africas share of world trade of goods and services, and specifically of agricultural goods, made a turnaround and started increasing in the 2000s. Also, intra-Africa agricultural exports have grown rapidly in recent years, particularly in calorie terms, thus lessening the continents dependence on the West in terms of trade. The Report attributes the improved trade performance to recent improvements in economic growth and infrastructure on the continent, together with higher world prices for some key raw materials.

Africa south of the Sahara (SSA) has seen unprecedented economic growth since the turn of the millennium: poverty rates have steadily declined, and rural livelihoods have improved in many of the region’s countries. Nevertheless, numerous countries face serious challenges—such as rising and volatile food prices and the adverse impacts of climate change—that require an immediate acceleration of agricultural productivity. Agriculture is the economic mainstay of many African countries and provides a significant source of employment and staple food requirements. The need to increase agricultural productivity makes agricultural science and technology a key priority for the region’s policymakers and donors.
Cotton Sector Strategies in West and Central Africa
Cotton production in West and Central Africa (WCA) has contributed to growth and poverty reduction. Recently, the objective of poverty alleviation has been adversely impacted by the downward pressures on world prices (exacerbated by subsidies by major cotton producers outside Africa). Several countries in WCA are undergoing reforms in the cotton sector to stimulate greater market competition and raise the share of the international price going to farmers. While these efforts would help to improve rural income irrespective of the world market situation, they would be more powerful in combination with a reduction in other countries’ subsidies in this sector.
