Between 2005 and 2008, the share of Latin American presidents from a right-wing party fell to 33%, compared to 64% in the early 1990s. By 2009, more than two-thirds of the countries in the region had a president from a left- or center-left party. Despite common sociopolitical and economic developments with its neighboring countries, Colombia elected a leftist president – for the first time in its modern history – only this year. The present paper examines the factors that might explain Colombia’s comparatively late political Left Turn. To this end, it explores the historic conditions that hindered the consolidation of a leftist political party or coalition with broad electoral support until the foundation of the Historic Pact for Colombia. Moreover, it draws attention to the recent social, political and economic developments that have fostered the expansion of this left-wing coalition yet considering that the efforts to cement a leftist political alternative date back to the last century.

But in times of deep social division, how do Christians make political choices that aim to build a society of justice and peace, where wholeness and unity reign? With special reference to two apparently very different contexts, Brazil and the Czech Republic, this book delves into this question, suggesting that behind a clash of political populisms, there is a deeper theological conflict. Grace, the action of God in the world, is understood by some as material reward for their giving, and thus as an entitlement to goods, financial rewards, or narrow national interests. For others, grace is a gift of God that always goes beyond any attempt to possess it and enables attention to the other, especially the other who is poor, excluded, and oppressed. What this means concretely is discussed through a close reading of Pope Francis’s Fratelli Tutti. Another world is possible, and this book sets out a vision of what it will look like.

The Persistence of Local Caudillos in Latin America

Despite democratization at the national level, local political bosses still govern many municipalities in Latin America. Caudillos and clans often use informal political practices—ranging from clientelism and patronage to harassment of political opposition—to control local political dynamics. These arbitrary and, at times, abusive practices pose important challenges to how Latin American democracy works and how power is exercised after the decentralization reforms in the region. These reforms promised to bring the government closer to the people and to promote popular participation. In many cases, these ideals are unmet, and newly empowered local politicians have been able to turn municipalities into personal fiefdoms. This book explores how local caudillos stay in power and why some are more successful than others in retaining office. Tomáš Došek provides an in-depth analysis of six cases from Chile, Paraguay, and Peru to show the strategies that caudillos pursue to secure power and the mistakes they commit that drive them out.
