Si la contribution des organismes de gestion des bassins fluviaux dans la construction de l'intégration des Etats ne fait aucun doute, il est aussi vrai que des limites subsistent. Tel est le cas de la Commission internationale du bassin Congo-Oubangui-Sangha (CICOS). Cette institution a été chargée de la règlementation uniforme de la navigation intérieure puis, de la gestion intégrée des ressources en eau (GIRE). Toutefois, l'apport de la CICOS demeure limité et entravé par des faiblesses institutionnelles, politiques et financières. Néanmoins, la CICOS demeure un instrument indispensable dans la construction de l'intégration des Etats de l'Afrique centrale.
