For African cities to grow economically as they have grown in size, they must create productive environments to attract investments, increase economic efficiency, and create livable environments that prevent urban costs from rising with increased population densification. What are the central obstacles that prevent African cities and towns from becoming sustainable engines of economic growth and prosperity? Among the most critical factors that limit the growth and livability of urban areas are land markets, investments in public infrastructure and assets, and the institutions to enable both. To unleash the potential of African cities and towns for delivering services and employment in a livable and environmentally friendly environment, a sequenced approach is needed to reform institutions and policies and to target infrastructure investments. This book lays out three foundations that need fixing to guide cities and towns throughout Sub-Saharan Africa on their way to productivity and livability.

Despite impressive economic growth and increasing prosperity, cities in Mexico do not seem to have fully captured the benefits of urban agglomeration, in part because of rapid and uncoordinated urban growth. Recent expansion of many Mexican cities has been distant, disconnected, and dispersed, driven mainly by large single-use housing developments on the outskirts of cities. The lack of a coordinated approach to urban development has hindered the ability of cities in Mexico to boost economic growth and foster inclusive development. Many argue that the solution is to spend more; by contrast, this report has one main message: Latin America can dramatically narrow its infrastructure service gap by spending efficiently on the right things. This report asks three questions: what should LAC countries’ goals be? How can these goals be achieved as cost-effectively as possible? And who should pay to reach these goals? This book reviews Latin America's experience with infrastructure reform over the last fifteen years. It argues that the region's infrastructure has suffered from public retrenchment and unrealistic expectations about private involvement. Poor infrastructure now hampers productivity, growth, and poverty reduction. Addressing this requires more and better spending, and acceptance that governments remain central to infrastructure provision and supervision, although the private sector still has an important role to play.

"As England's Industrial Revolution started the process of urbanization that has since characterized development throughout the world, a poet worried about the ""dark satanic mills"" that were such a fundamental part of this revolution. However, despite his misgivings, he also suggested that it was necessary for societies to arm themselves with ""chariots of fire"" and other weapons so that they could master this process. In a somewhat more prosaic poetic vein World Bank President Robert McNamara launched the bank's shelter assistance programs saying that 'If cities do not begin to deal more constructively with poverty, poverty may begin to deal more destructively with cities.' These concerns would appear to have even more resonance today as the population of cities in developing countries increasing by unprecedented levels of more than 1 billion people per year for the next 15 years. This magnitude suggests the scale of the increase in the investment in shelter needed to meet the needs of this growing population."
The authors estimate demand for infrastructure services over the first decade of the new millennium based on a model that relates demand for infrastructure with the structural change and growth in income the world is expected to undergo between now and 2010. It should be noted that predictions are based on estimated demand rather than on any absolute measure of "need" such as those developed in the Millenium Development Goals. The authors also provide estimates of associated investment and maintenance expenditures and predict total required resource flows to satisfy new demand while maintaining service for existing infrastructure.
