Study investigates economic, social & physical problems associated with residential development in the rural region of Lakehead Planning Area. Area includes Thunder Bay, municipalities of Neebing, Shuniah, & Paipoonge, township of Oliver and unorganized communities into rural areas which could lead to destruction of rural environment and life-styles, loss of valuable farmland, & adverse effects on municipal finances (requirements of urban-type services for urban population). Need for control is obvious, but what kind and who to be responsible remains unidentified. Provincial restrictions necessary but enforcement causes municipalities to feel loss of autonomy. This report studies organized planning at municipal level to accomodate urban influx into rural areas.
