"Hispanics are less represented in the federal government workforce than in the U.S. civilian labor force, and they are particularly underrepresented in the U.S. Department of Defense (DoD) civilian workforce. Although previous analyses have demonstrated that Hispanics are underrepresented in DoD, research has not yet considered employment barriers for Hispanics across DoD agencies. In this report, the authors provide information that might help DoD address Hispanic underrepresentation in its civilian workforce. They examine trends in Hispanic employment in the DoD, non-DoD federal, and civilian workforces. They also explore whether DoD labor-force characteristics might account for Hispanic underrepresentation in DoD. In addition, the authors examine observed trends in job applicants and applications to DoD. They also present findings from interviews that they conducted with DoD hiring managers and supervisors and representatives of Hispanic-serving institutions. The revolution in military recruitment advertising to people of color and women played an essential role in making the US military one of the most diverse institutions in the United States. Starting at the dawn of the all-volunteer era, Jeremiah Favara illuminates the challenges at the heart of military inclusion by analyzing recruitment ads published in three commercial magazines: Sports Illustrated, Cosmopolitan, and Ebony. Favara draws on Black feminism, critical race theory, and queer of color critique to reveal how the military and advertisers affected change by deploying a set of strategies and practices called tactical inclusion. As Favara shows, tactical inclusion used representations of servicemembers in the new military to connect with people susceptible to recruiting efforts and rendered these new audiences vulnerable to, valuable to, and subject to state violence. Compelling and eye-opening, Tactical Inclusion combines original analysis with personal experience to chart advertising’s role in building the all-volunteer military.

The role, status, and treatment of women is one of the major issues confronting the military today. This volume provides a range of perspectives on the magnitude of concerns, the sources of problems, how issues might best be addressed, and the future for women in the armed services. The legitimate use of force is generally presumed to be the realm of the state. However, the flourishing role of the private sector in security over the last twenty years has brought this into question. In this book Deborah Avant examines the privatization of security and its impact on the control of force. She describes the growth of private security companies, explains how the industry works, and describes its range of customers – including states, non-government organisations and commercial transnational corporations. She charts the inevitable trade-offs that the market for force imposes on the states, firms and people wishing to control it, suggests a new way to think about the control of force, and offers a model of institutional analysis that draws on both economic and sociological reasoning. The book contains case studies drawn from the US and Europe as well as Africa and the Middle East.
The Los Angeles Police Department (LAPD) is in the middle of a five-year hiring plan to increase the number of sworn officers in the department by 1,000 and achieve a force strength of more than 10,000 officers for the first time in its history. Thus far, working together with the City of Los Angeles Personnel Department's Public Safety Bureau (PSB), the LAPD is on track to achieve this ambitious goal. However, the personnel department and the LAPD have been operating close to the margin, often meeting their hiring quota at the very end of the month. In addition, the LAPD is under consent decrees that stipulate greater diversity in hiring its officers. This book assists the LAPD in achieving its recruiting and diversity goals by offering ways to improve productivity and efficiency in the recruiting process. It begins by identifying potential untapped local recruiting markets. It also provides a model of viable candidates that the LAPD and the personnel department can use to target its recruitment and to prioritize applicants while still maintaining its diversity hiring goal. Finally, it recommends ways to improve productivity of the PSB Background Investigation Division.
