This document examines the basic question of what a museum is; the historical context for museums in Canada; the growth in the number of institutions; and the development of support for museums from government, the private sector, associations and the public. It also discusses issues facing Canadian museums today such as collecting, recording, conserving, researching, communicating and managing, and how Canada is changing socially, culturally, economically and technologically. Finally it proposes a federal policy framework for support to museums, and an appropriate role for the federal government to perform, followed by various program initiatives that might be undertaken to implement proposed policy objectives, roles and priorities. It includes an appendix on museum statistics.
