Mecanismos de política económica ambiental
Con este libro se busca comprender los pormenores de la regulación económica ambiental en la práctica, bajo la permisa que no son suficientes las normas de comando y control, los incentivos económicos o el diseño de híbridos entre los dos si no se asumen los costos adicionales que las restricciones técnicas, financieras, institucionales, sociales y políticas plantean. En específico se hace énfasis en la regulación ambiental alrededor del sector de aseo. La generación de residuos sólidos en grandes ciudades se ha constituido en una problemática enorme tanto por su volumen como por la composición de contaminantes crecientes, los cuales, si no son bien manejados terminan por deteriorar suelos, paisajes, cuerpos de agua y el aire.
Plan integral de cambio climático para el municipio de Itagüí
Entre oportunidades y retos, la gestión del medio ambiente ofrece un panorama desafiante e incierto, por los recientes e impactantes cambios climáticos que afectan notoriamente cada estructura, componente y sistema del territorio. Esto nos cuestiona sobre el rol de los seres humanos en el equilibrio de la naturaleza y los ecosistemas. En Itagüí, como respuesta ante la necesidad de generar respuestas efectivas ante la amenaza del cambio climático a nivel mundial, nacional y territorial ha construido el Plan Integral de Cambio Climático, preparando la ciudad hacia una transición que aporte al desarrollo con bajas emisiones de carbono, entendiendo que esto supone una nueva construcción social, normativa e institucional. Este plan, que presenta una hoja de ruta al año 2030, deberá alinearse escalonadamente con las diferentes políticas e instrumentos de planificación de la ciudad, para direccionar acertadamente las acciones en el corto, mediano y largo plazo. Para esto priorizamos 23 medidas de adaptación y mitigación con el fin de contener el cambio climático en el territorio.
Un modelo de equilibrio general con externalidades y capital natural
This book discusses a model of general equilibrium with a sector generating externalities on another sector with clean production, consumers and nature (natural capital). The scope of efficiency of mitigation policy instruments are analysed simultaneously with the activities of production and consumption, in the cases of: nature as a free good, nature as a private good, assignment of market efficiency and general equilibrium, payment of taxes or tradable permits and the use of pollution mitigation technologies. Our model predicts that: the polluting sector ends in a worse situation in the equilibrium with externalities; inside there will be firms benefiting or resulting most disadvantaged with pollution, whereby incentives to acquire mitigation technologies are not homogeneous —such incentives are higher when taxes should be paid—. However, distributive and welfare effects vary depending on the policy instrument, being higher when pollution permits are allowed among the affected.
