Although political developments in Central America over the last decade have been profound, the region continues to exhibit sluggish economic growth in some countries and complete stagnation in others. To alleviate these economic problems, demands for authoritarian regimes and imposed solutions are likely--according to the authors of this work. Examined are: 1) the role of the State in economic revitalization and growth in Central America; 2) the impact of structural adjustment policies on the agricultural sector; 3) the prospects for expansion of the cooperative sector in the current political climate; 4) the persistence of external debt, its impact on domestic policy, and possible approaches to alleviating the debt burden; 5) the role of multinational corporations and foreign direct investment in economic restructuring; and 6) the prospects for regional economic and political integration.
In this remarkable and engaging book, William LeoGrande offers the first comprehensive history of U.S. foreign policy toward Central America in the waning years of the Cold War. From the overthrow of the Somoza dynasty in Nicaragua and the outbreak of El Salvador's civil war in the late 1970s to the final regional peace settlements negotiated a decade later, he chronicles the dramatic struggles--in Washington and Central America--that shaped the region's destiny. For good or ill, LeoGrande argues, Central America's fate hinged on decisions that were subject to intense struggles among, and within, Congress, the CIA, the Pentagon, the State Department, and the White House--decisions over which Central Americans themselves had little influence. Like the domestic turmoil unleashed by Vietnam, he says, the struggle over Central America was so divisive that it damaged the fabric of democratic politics at home. It inflamed the tug-of-war between Congress and the executive branch over control of foreign policy and ultimately led to the Iran-contra affair, the nation's most serious political crisis since Watergate.
This historical monograph examines the decline of the hacienda estates within Jalisco, Mexico during the early decades of the 20th century. The book also explores the impact of the land reform program of President Lazaro Cardenas in transforming the agrarian economic structure of the region. This study contributes to an ongoing lively debate about the hacienda system and the meaning of the Cardenas reforms. This is an important work because it explores the evolution of a regional socio-economic system that promoted urban industrial growth at the expense of the rural poor. The model of regional development described is applicable to other areas of Mexico and underdeveloped Third World nations with extensive peasant populations. The research for this investigation has wider implications regarding issues of global hunger and malnutrition.
This book explores the Gothic mode as it appears in the literature, visual arts, and culture of different areas of Latin America. Focusing on works from authors in Mexico, Central America, the Caribbean, the Andes, Brazil, and the Southern Cone, the essays in this volume illuminate the existence of native representations of the Gothic, while also exploring the presence of universal archetypes of terror and horror. Through the analysis of global and local Gothic topics and themes, they evaluate the reality of a multifaceted territory marked by a shifting colonial and postcolonial relationship with Europe and the United States. The book asks questions such as: Is there such a thing as "Latin A...
