Each volume of this series contains all the important Decisions and Orders issued by the National Labor Relations Board during a specified time period. The entries for each case list the decision, order, statement of the case, findings of fact, conclusions of law, and remedy.
The critical importance of well-performing public institutions and good governance for development and poverty reduction has come to the forefront in the 1990s. Reforming public institutions is a complex and difficult task. This publication is primarily intended as a guide for World Bank staff but it is also intended to serve the broader development community. It outlines a strategy which envisions significant changes in the focus of the Bank's work in this area. Some of these changes such as an enhanced focus on governance, capacity building and anticorruption, are already underway. The agenda for the next three years is to continue to foster these changes through a the advancement of analytical tools, new approaches t the design of lending operations, expanded emphasis on partnership with clients and other donors and progressive shifts in staffing, incentives and evaluation techniques. Included as an annex is an inventory of the Bank's governance and institutional reform programs which are in place.

This book provides insights into the development of institutions during war and peace times in Sudan, and presents an analysis of the impact of institutional variables on investment and economic growth. The study combines a new institutional economics framework and a socioeconomic analysis of investment behavior with an analysis of the process of post-conflict reconstruction and development in Sudan/South Sudan. The book contains a wealth of information for policymakers, for the development aid community, and for researchers, based on the results of a cross-country analysis of panel data for Sudan and the results of survey data on investment determinants in South Sudan. An agenda for institutional reform is suggested for Sudan and South Sudan on the basis of the findings of the study. It presents valuable discussions on policy-relevant issues for Sudan and South Sudan, and it also contains an agenda for economic cooperation between Sudan and independent South Sudan. The April 2011 edition of the World Economic Outlook assesses the global prospects for economic growth in the face of policy challenges that remain unaddressed and new challenges now coming to the fore.The recovery is gaining strength, but unemployment remains high in advanced economies, and new macroeconomic risks are building in emerging market economies. In advanced economies, the handoff from public to private demand is advancing, reducing concerns that diminishing fiscal policy support might cause a “double-dip” recession. Financial conditions continue to improve, although they remain unusually fragile. In many emerging market economies, demand is robust and overheating is a growing policy concern. Rising food and commodities prices present new risks to the global economy. Two chapters directly explore these new challenges. Chapter 3 reviews the potential impact of oil scarcity on global growth, and Chapter 4 explores the potential response of international capital flows to changes in the global macroeconomic environment.
ASEAN has a goal to create an economic community by 2015. To achieve the goal, connectivity among the member states needs to be given due importance. In 2010, ASEAN adopted the Master Plan on ASEAN Connectivity (MPAC), which looked at physical, institutional and people-to-people connectivity. It pinned down fifteen priority projects which can potentially transform the ASEAN region, providing the conditions for a single market and production base. But MPAC is an expensive initiative, and funding remains a major challenge. The private sector needs to be actively involved as a number of infrastructure projects identified in the MPAC are lacking substantial investment. This book looks at the current state of ASEAN's physical connectivity and challenges in building better infrastructure. It contains a collection of papers that discuss specific issues pertaining to each kind of physical connectivity - transportation infrastructure, telecom connectivity, ICT and energy infrastructure. The book concludes with the steps needed to be taken for implementation of the various plans, and policy recommendations.
