Hardy (management, McGill U.) examines how Canadian university administrators responded to declining enrolment, funding cutbacks, and public demands for more accountability during the 1980s. Citing six examples, she argues that their efforts to centralize authority and reallocate resources have failed to account for the political realities of university life and conflict, and recommends they take a broader view and seek consensus among competitors for scarce resources.
