This paper aims to provide an overview of Zambian policies related to agriculture and climate adaptation in preparation for the Zambia National Policy Dialogue, scheduled for 18 August 2022 in Lusaka, Zambia. The dialogue is a joint programme with CGIAR Initiative on Diversification of East and Southern Africa led by International Water Management Institute (IWMI) Southern Africa, the Food, Agriculture and Natural Resources Policy Analysis Network (FANRPAN) South Africa, and Agricultural Consultative Forum (ACF) Zambia. The paper includes an overview of the economic and administrative profile of the country and a descriptive overview of the agricultural and climate policies that are expected to be critically debated at the Dialogue.
To address the knowledge and coordination gaps and foster an enabling policy and investment environment, the Food, Agriculture and Natural Resources Policy Analysis Network (FANRPAN), together with the Agriculture Consultative Forum (ACF) and the International Water Management Institute (IWMI) hosted its first National Policy Dialogue at the Radisson Blu Hotel in Lusaka, Zambia, on 18 August 2022. The Dialogue is part of the CGIAR initiative on Diversification in East and Southern Africa, launched by CGIAR (including IWMI, CIAT, CIMMYT, ILRI, IFPRI, IITA, and WorldFish).
Africa is confronted with the triple burden of malnutrition; it is also faced with the triple challenges of poverty, inequality and unemployment. In many African countries, large proportions of the population rely on agriculture not only for their food - but also for their livelihoods. A transformed agricultural and food system is thus a necessary condition for addressing this double-triple challenge. Additionally, post harvest and food waste and losses reduce the availability of sufficient quantities of safe, edible and preferable foods. At least one third of food produced at farm level is lost due to inappropriate storage, infrastructure and agro-processing technologies in developing countries; and one third of food purchased is wasted at household and retail level.
This publication analyses of the synergies and trade-offs that can occur within climate-smart agriculture (CSA), more specifically between its three pillars: (i) sustainably increasing productivity and incomes in agriculture, (ii) building resilience of and adapting food and agriculture systems to climate change, (iii) reducing/removing greenhouse gas emissions, where possible. The aim of this analysis is to develop a systematic characterization of possible synergies and trade-offs in CSA, as well as provide a tool to guide CSA practitioners through the assessment of synergies and trade-offs during the design and planning of CSA strategies or interventions. The ultimate objective is to support strategic decisions that enhance synergies and reduce trade-offs to achieve better results for investments in CSA.
