This report to the Secretary of State for Constitutional Affairs relates to the working of the City of London (Ward Elections) Act 2002, which was designed to make the business franchise in the City of London more representative of the City's current constituency. The report finds that as a result of the Act, over 2,500 businesses registered to take part in City elections (that previously did not have a vote) and the level of registration has increased each year since the new lists were established.
